Blower Resistor
I had a similar problem with my 98 Sunfire GT in which only positions 3 & 4 (the two highest settings) were the only ones working. It ended up being the blower resistor unit which was actually a printed circuit board without any "conventional" resistor components. The blower resistor unit is located near the interior passenger floor side of the vehicle. Simply remove the cover under the lower passenger side of the dash, remove your blower motor (X3 screws), then disconnect the blower motor wiring harness. With a flashlight, look inside the area where the blower motor was seated and you should see a small circuit board located near the rear (towards the front of the vehicle). In my case, I noticed that some of the circuit board runs were "burnt", so I disconnected the wiring harness to the blower resistor and removed the two screws (one of them was a real pain to remove). A new part is about $45 Canadian or if you do what I did, I removed one from a vehicle at an auto wreckers and only paid $5. Good luck.
