'85 Cutlass Ciera - Help!

Ok, I got a few problems that I need help on correcting.

First of all, the power steering pump squeals when you turn the wheels to any given direction while idling. I believe its nothing more than the belt slipping. Question is, do these things have anywhere where you can adjust the belt tension? If so, can somebody give me a little help on trying to locate it?

Second question is, when you first crank it up, and once it's cooled back down and crank it up, the idle is kinda rough. It will idle normally, then act like it's going to stall, so it corrects itself. Then it'll act like it's gonna die, then correct itself. It will do this for about 3 minutes, then run normal. Has anybody ever had this happen to them? If so, what did you do to correct it? I've elminated the choke, so that's not the problem. It sounds like a vacuum line, but not sure where.

Another question, on the air breather (carb'ed engine), there's a little hose that connects to the exhaust. what is this hose called?
