Question Blazer abs-rear rotors

I have a 99 blazer 4x4 4.3l motor. After loosing my emergency brake cable, my rear rotors would only move about a 1/16 of an inch and no more. Do you need a puller to get them off or is there a trick to it?

After doing brakes how do you balance the ABS so you get your brake pedal to the top?
