95 Silverado Hazard Flasher Location?

I have a 95 silverado and the 4-way flashers do not work. Anybody know where the flasher is on this vehicle? I have found the turn signal flasher under the dash to the left of the ashtray. Replacing this flasher does not make the 4-ways work.
