Override Dimming Console Lights

For safety reasons I like using my headlights in the daytime on my 1999 Blazer, but when the headlights are on, the dash and overhead console lights dim so much I cannot read them (especially with the moon roof open). What I really want to do is to be able to run the fog lights by themselves and not dim the console lights in the daytime. I have every feature except "running lights". Any suggestions?
