Paint problems on 1990 Z71 Stepside

My 1990 Silverado Z71 Stepside is in very good condition. It has 60,000 miles. It has black original paint. The back fenders are fiberglass.

Around the stepside pads, in the area just in front and back of the rear fenders and just above the molding the paint is chipping in spots. I asked my autobody guy if he would repaint it. I didn't think it would be that hard of a job, since it was a small area.

He told me I wouldn't be very happy with the job that in a years time it would start to chip again and to just keep touching it up. He didn't give me a clear reason why it would do that.

Can anybody tell me if that is the case? Is it because of the old fiberglass? Why doesn't it do it anywhere else on the bed? I just can't believe that in this day and age with all the new technology, that it can't be a little more permanent fix.

It drives me crazy!. Every time I wash or wax it, I have to be really careful or I will rub a chip off revealing light fiberglass on a black truck.
