Car will not start.

I have a 95 Cavalier that ran fine. Tried to start it the next day. It is dead. I have power to the other accessories in/out of the car. Checked all the fuses out-they are ok. Checked the voltage at the solenoid @ 13volts, Checked the ground cable, it was ok. Thought it was the solenoid, so I replaced both the starter & solenoid. Still will not start.
Doesn't seem like the starter even tries to engage....
Ran out of options to check... Are there in-line fuses that go to starter?
A kill switch?
I have not checked the ignition switch out yet. Does anybody have an easy way of checking this out?????
Looking for some help.

call your dealership and ask them to run a viss to see if this applies to your car

THIS BULLETIN SUPERSEDES RECALL BULLETIN 02008A, ISSUED MAY 2002. PLEASE DISCARD ALL COPIES OF 02008A. THE PARTS TABLE, SERVICE PROCEDURE AND CLAIM TABLE HAVE BEEN REVISED TO ADDRESS CORROSION OF THE STARTER SOLENOID "S" TERMINAL STUD.

Condition
General Motors has decided that a defect which relates to motor vehicle safety exists in certain 1995-1997 Chevrolet Cavalier and Pontiac Sunfire model cars, and 1996-1997 Buick Skylark, Oldsmobile Achieva, and Pontiac Grand Am model cars. If the engine fails to start and the driver holds the key in the "start" position for an extended period, high current flows through the ignition switch, and sometimes produces enough heat to melt internal switch parts. If the switch is damaged, a fire could occur in the steering column, even with the engine off and the key removed. The fire could spread to the interior of the car which could injure occupants of the car or cause damage to adjoining structures.

Correction
Dealers are to install a relay kit and verify that the vehicle will start with a properly charged battery in good operating condition (adequate reserve capacity, or cold cranking amps).
