New Airbag Install - 2001 Mustang V6 HELP!

Purchased this car wrecked, had a guy re-build it for me. I had new airbags installed (both sides) in a 2001 Mustang V6, I had the light turned off by Ford, it's been inspected and it's good to go.

However, the bags do not sit down correctly (they don't go back far enough). Anyone have any idea's of what's wrong? Maybe mounting brackets need to be replaced? All I know is the driver side is squeeking, it's buldgy and moves a lot and the passenger side is not sealed around the dash correctly it flaps when going over bumps. It's really anyoing and doesn't look good.

Also, the horn sounds weird. I'm new to all of this so these are probably stupid questions, but any help would be greatly appreciated.
