new beetle problems

hi all got a few questions for ya, i have a 1999 beetle 2.0l auto 70,000 miles. first the passenger window will not stay rolled down if the lights are not on any ideas? second (kinda hard to explain) the axle began dragging the ground look to find out a piece had broken right where the axle attaches to the tranny (slips over splined shaft in the tranny and has a knuckle type fitting where the axle slips in on the other. dealer says i need whole new axle is this true? and is it difficult to replace? thanks machine
