where is trailer towing harness located at front of truck on 1998 chev c-3500?

hi,looking to install an electric trailer brake controller on a 1998 chevy c-3500 with the trailer towing package..where is the wire located at the front of the truck for the trailer brakes?is is under the hood somewhere or under the dash?

It should be a blue wire under the dash, right around the steering column.
