Unhappy 96 Explorer XLt Engine Dies when cold

My 1996 Explorer XLt will not idle when first started in cold weather. Turning on air cond. seems to make it idle quicker. Once engine is warm everything is fine. Could this be throttle position sensor? Any help would be appreciated.
