Obviously you think it is an ignition problem as you have changed the ICM, however I feel you were wrong in doing this first, as the most common failure in a Delco digital ignition system is the crank position sensor demagnetizing. Changing this sensor should fix your problem (If it is an ignition system problem). This sensor cost about $60Cdn, kind of a pain in the ass to install in your car. If you have a DVOM you can check it's output while the engine is running (I think)

P.S. This sensor will not set a DTC code when it fails. Hopes this helps

Re: 1994 olds 2.3litre, stumped

check the maf (mass air flo sensor) it could have a bad ground of the wire in it could be dirty, you can check the maf with a dvom but not sure on the crank trigger. the crank trigger would be the last place that i would look because if it was demagnetized it wouldnt work at all. check for gas smell in exaust if so its prolly maf because the wire in the throddle body acts as a resistor the more air that passes through it the cooler the wire gets. this adjust mixture at different rpms when the ecm detects different voltage amounts reurning to the cpu.there are different voltage specs for different cars.
if not maf try vacume est or egr valve
