Unhappy GMC Jimmy won't go into 4WD

I have a 95 GMC Jimmy 4x4, and since the snow started I could not get it to go into 4Hi, the switch on the dash works and changes the light from 2Hi to 4Hi but the truck stays in 2WD. I think the transfer case works on an actuator not by vacuum but I'm not positive. some people say it is the actuator but where is that located and can I change it myself. Thanks Ed
