Help No brake lights????

I have an 1986 vw golf and the brake lights are not working? I checked the fuses and the bulbs. Where is the switch that turns the lights on and off when you press the brake pedal? and if that is not it how can I check anything else it might be? Thank you for the help

The brake switch is at the pedal, on the rearward (of the vehicle) side.
