B18c swap into a 99 SI Help!!!!!!!!!!

Just got hold a theft recovery 99 SI. Everything is there including the vacuum hoses in the engine bay but no engine and transmission. So what i am going to do is have my buddy help me put in a B18c but he told me that it would cost atleast $2000 just to pass emissions. He also told me that i would need the proper vacuum hoses from an integra in order to make it street legal. Now is this true or is there a cheaper alternative?

check the swap guide at the top of this forum. i guarantee this has been covered a thousand times. but heres a tip. your car is already completely wired for vtec. its basically a drop-in install.
