99 GC LTD Electric cooling fan will not come on

I just had a cooling prolbem last night on my 99 GC LTD with 4.0 six, while idleing about 15 min. the engine got hot enough for the check gauges light to come on, and the cooling fan didnt work. Is there a relay or senser that controls that and if so where. I checked the fan and it works but it draws a lot but it didnt blow the fuse. It cooled down as soon as I started driving but the fan still doesnt work when it gets over 230 deg. Even when the A/C is turned on it doesnt work, like a relay went bad.
