hello, 91 civic si?

Hello Everyone, I was thinking about getting this 91 civic si. It has only 66,000 miles on it. It drove, shifted and sounded great. He asking $4500 and says he won't come down at all. blue book is just over 3k. It's in pretty good shape except for the right rear fender has some small damage. Is there any way to be sure that the odometer hasn't been rolled back. I don't really think it has, it still has the original exhaust. I know I'm new here just posting a bunch of ?'s but if anyone could chime in about anything, really, I'd appreciate it.

Ask for maintenance records, all records should display mileage/date.
