Smog/Non-Smog Legal Heads?

Does any know the difference between smog legal, and non smog legal cylinder heads? Could I get away with non smog legal heads on my 92 Silverado as long as I passed the mandatory emissions test? Also what things are visually checked for in an emissions test; egr, tps, etc..?
Any help would be greatly appreciated.
