Bed painting

I have a 1991 Nissan pickup with a Pendaliner bedliner on it, and the bed has a little bit of surface rust in some spots. What should I use to sand this off? Can I just throw some Tremclad rust paint on top or should I use Primer and then rust paint? I don't want to use spray because of overspray, I want to use a brush. Any suggestions?

Unless you completely get rid of the rust, it will spread, eventually, no matter what other measures you take to prevent it. It is like cancer, unless you remove it, you are only buying time with treatment.

It's not full out rust yet... it's not flaking or anything yet. The paint is all scratched and where there isn't black paint there's brown rusty crap. If I wait 5 years there will be holes, but I think I can almost get rid of it. Any suggestions?

I don't know much about that stuff...I would suggest making buddy buddy with the local body shop...that's what I did.
