vtec ingage

wut up...i have a 95 gsr powered civic(civic w/ gsr swap).
In first gear my vtec kicks in at 4500 and the rest of the gears it kicks in at 5000...is that normal?

and another thing...every morning when i go to school i tend to speed and i don't know if the vtec is already ingaged or if it's not kickin in because i can't seem to hear it kick in...i was thinkin because the engine needs to warm up a little more. it does make a weird noise like a ssssssssssssss through the whole rpm...it sounds like its gonna explode..
