Unhappy 90 laser timing / valve problems NEED HELP

I just purchased a 90 n/a laser 2.0 and i bought it in non running condition. They told me it needed a timing belt, the belt that was on it had like 4-5 teeth missing right next to each others. They told me it was sitting and the belt must have rotted or something. Anyways they said that the valves were not bent and i bought it for a nice 300 bucks. I put on the belt as described in the haynes manual and clubdsm website. All timing marks lined up and after i got everything on i took a wrachet on the crank shaft and turned it to make sure everything was good and after i started turning it it stopped like it was hitting off something , so i stopped and turned it the other way and the same thing happened, now i have been telling myself the valves are bent but i am in denial and thinking maybe its something else, would the balance shafts have anything to do with this , the crank shaft turns and then just clicks inside the motor like its hitting and thats it. How extensive would the damage likely be if it were the valves and its it fixable and how much should it cost me? Thanks in advance for any help.

The bshafts wouldnt cause the motor to stop turning if they were done incorrectly. The only interference is valve to piston. If you put the crank to the timing mark, do the cam gear marks still line up? Dowel pins should be at 12 oclock, and be sure to use a ruler or other straight edge to make sure all FOUR of the cam gear marks line up. So thats a mark at 3 and 9 oclock on both gears. There has to be a straight line through them. Also be sure the crank trigger plate is on right, so you are getting a true indication of TDC for number one. Verify it yourself to be sure by using the long screwdriver in the sparkplug hole trick, or by bolting on the harmonic damper/crank pulley and using that timing mark. Let me know how all that turns out.

more than likely one of the valves are bent and it dont cost much to fix the valves. or one of the valves could have went through the top of the piston which would require replacing the piston and the valve, which may be around $60. i have a question as well, could you tell me how to line up the cam gears and crank shaft if you know? thanks
