Easy way to make a cell-shade look

I dont have a pic rite this second but an easy way to do a cell shade it to use the filter under artistic in PS7 called cutout...adjust it a little and it looks almost like cell shading

It's better in my opinion to do it by hand so you have more control and it looks like you took the time to do it.
