Heated Seats - 95 Riv

I have a 95 Buick Riviera. My heated seats dont heat. The button seems to be working (I can see the light indicating Hi and Low on the button) but the seats are stone cold. And it is very cold here in winter. What can be the problem.

most likely the heater grids have an open in them.unfotunatly the grids are part of the seat cover and very expensive.
