Need help adjusting Headlight

I need help adjusting the passenger side headlight. 95 integra

Honda wanted to charge $75 extra to aim the passenger side when I replaced my driverside headlight ($250) when it was busted.

I refused thinking that was way too much!

Now I go to a collision center and told me they wanted $200 just to aim the passenger light because you gotta take the bumper off to aim it!

Now I regret that I should have got it done at Honda when the bumper was off.

Basically what is wrong is that the green bubble is not at zero degrees, so the light points down too much.

I need help ASAP.
