distributor gear placement

I just rebuilt the top end of my 87 suburban with a 350 and TBI. Initially I had the distributor one or more teeth off and it would run well about 16degrees btdc butn ot at 0degrees which is spec. After several adjustments I feel I am now just one tooth off. After i reconect the tan wire the truck misses and hesitates with a load and it is much worse when it is cold. I was wondering if anyone knew if I need to move one tooth clockwise or counter?
