The battery has proper charge. The engine compartment lamp shines just fine. All interior lamps are very dim. Engine doesn't crank when key is turned. Key point: Whenever headlamps or parking lamps buttons are pressed, there is a noise from behind the dash there. Whenever hazards are pressed, the noise is very loud, like a buzz. Could this be some sort of bad relay? Has anyone had or heard of this problem before?

It was just the (*&%&^# battery. It was bad. So I spanked it and bought a new one. There are NEVER the same set of symptoms with this caravan when the battery goes bad.

Re: 91 caravan - low power,won't crank/noise from headlamp/hazard switch when pressed
I don't think it's your battery. Check all connections by your batter, by that I mean all your grounds, all connectors. Good luck

the fix II
After fully charging, starting and checking the alternator output and the battery charge after cutting off the engine, the voltage was fine. But 6 hours later, when I needed to drive it, the battery had no charge again. The battery wouldn't hold a charge. So I bought a new one.
