power steering cap? how to open?

well this seems like a pretty stupid question... but how do i open the power steering cap on a '98 dodge stratus? i tried pushing on it and turning, doesnt work, it just spins left and right about half a turn, its a tad hard to get to so i might not be pushing hard enough,

so simply... how do i open power steering cap! :P


oh and 1 more thing, incase anyone can help me out, im suspecting this on the power steering cause of this...

last winter when it was colder, after getting it out of the garage and when i took a turn it always made this sound, sounded like servos turning (closest thing i could come to mind lol) sorta like a loud mechanized sound if it makes sense, but now, its not only doing that, but whenever its driving anything except a straight, and i mean straight! line, it makes this chain rattling squek sound which is REALLY anoying, and i dont think its healthy for the car either lol, i "think" its the power steering acting up, but if anyone else has any ideas, please tell
