High Voltage

When I start the vehicle the voltage guage jumps up between midway and 19...sometimes it will drop down to normal after an hour or two. Once in a great while the lights (headlights and interior lights) will dim and stutter. This lasts for a few minutes and then becomes normal..Do I have a bad voltage regulator and if so, is it internal within the alternator?
