Unhappy 2000 Wiper issues

I recently purchased some new wiper blades for my sonata. I went to place the new blades on but one problem is that they are not snapping into place. I know they are the right size because I got them from the dealership but the dealership is being a bunch of inconciderit pricks by trying to charge me 20 dollars just to place them on.

After attempting to place them on, the driver side wiper doesn't properly move at all but the passenger side is fine. I'm pretty much dumb when it comes to cars so can someone explain it like a 2 year old to me? Thanks a lot!!!
