OK when i was first putting my new bumper on i found this kind of difficult too. But first off you don't need to remove the headlights but you do need to loosen the bolts on it enough to move it around a little. If you take out your corner lense you will see there is one bolt right there. Then there is the two bolts on top. Then if you take your center grill out you will see two more bolts. One will be right there and the other you have to kind of reach down to get too. After you loosen all them you should be able to lift the headlight enough to get a L shaped screwdriver in there. I knwo it sounds ridiculous but they make a L shaped scrwdriver and its what i ahd to do to get in there. Then you just removed the two plastic screw fasteners and if you have all the other bold removed the bumper cover should slide right off. If you have any more questions about this or you need more explanantion just reply with what you want to knwo more about. Hope this helps.
