87 shadow es turbo trouble

I have just purchased a 1987 shadow es turbo automatic trans and replaced the head gasket which failed on the previous owner.I do not know the make of the turbo.The turbo was working fine before the work was done. The car starts and runs fine but no turbo, the check engine is not on. The vacum lines were very brittle and some did not survive. I replaced the lines with new ones following the vacum diagram sticker on the hood. I have vacum to the the control device bolted to the fender wall and the line from the device to the accuator that controls the waste gate is good but no vacum is present on this line at idle or when the revs are increased. The manual gives instructions in accessing the trouble codes without a code reader and I am going to try. But there is not a whole lot of detailed info on the turbo system its self. Is there anything I should be looking for that could cause my problem. A brief explanation on how the waste gate system is controled would help a lot.

did you remember to put the vacume line from the wastegate valve to the intake?
The waste gate is what opens to let the boost into the intake and it adjusts itself off the manifold pressure, with out it the valve will always be closed

I have the wastegate actuator hooked to the wastegate control device mounted on the fender wall. The control device is connected to vacume. I have tryed connecting the wastegate actuator directlly to a vacume line with 15 lbs of vacume and nothing happens, the actuator does nothing. When you apply vacume to the actuator shouldn't it try open the wastegate. I am assume the actuator is shot. I am off to the car bashers this weekend to strip some turbos off their wrecks. I have found 6 turbo 2.2 liters with what looks to be the same gear as mine. Intakes are the same and the turbos look to be the same but I won't be able to tell untill they are out where I can really see them. I will take 3.There are others but the gear is of the turbo 2 type. I plan on trying to get a wrecks turbo rebuilt, if its possable, and replace mine. I will try post a diagram of my hook up and then it will be easier to see what i have done. I really want to keep this car the body is mint and its a 4 door (I have kids). I was given the car for $400 by a old guy that hardly drove and kept it in his shop. I am willing to spend a couple of grand on her but I want to spend it wisely. Thanks for your help.

I highly dought its the actuator itself... If you could give me a diagram it would be great... It sounds like either a lines not hooked up or possibly a dead solinoid...you should have either 2 or 4 solinoids on the passenger strut tower depending on the vacuum system, My money would be on theose befor the wastegate, and if it is, it's a cheap fix. To text them , just hook up power to them and listen for a click!

the wastegate is in the exaust housing and is an exaust bypass around the turbine and controls boost by opening when pressure not vacume is applied to the actuator. what is the car doing? i have a lot of experience with chrysler 2.2 and 2.5 turbo cars. i can probly answer any questions if i know the problem.
