Question 85 Eldo fault codes

Hi, I am working on a 1985 Eldo with the HT4100 in it.
I can not get the car to pass the emissions test. I am getting a code 18 which I have read is no crank sensor? Do these engines have a crank sensor? If so, where is it located?
It seems to be running lean. It also seems kinda sluggish when accelerating. I have completed a complete tune-up (plugs, wires, cap, rotor, PCV valve, air filter, and replaced a couple of dryrotted vacuum lines. I also replaced the fuel filter. It has 12psi of fuel pressure.
Any suggestions on how to eliminate this code 18?

Never mind. The old ECM must have blown the 3amp crank fuse. It starts right up now and runs much better. Thanks anyway.
