Cold Air Intake Question
Ok im getting a Hotshot Cold Air Intake System. The filter is going to be below the engine so that when it rains water is going get into my filter. What happens when water gets into the filter? Does it effect the engine or just wear down the filter quicker?

it depends on how much water gets in. If enough water gets in, then your pistons shatter into dozens of pieces when they encounter tremendous hydraulic pressure within the cylinder! Just don't submerge the filter completely and you should be fine.
Another concern that you should have if you're going to be getting the filter wet very often is that the water mist passing through the filter can bring with it contaminants that will harm your engine. Salt mist is particularly bad.

I suppose you could build a baffle out of spare tubing if you feel teh need...
