92 Camaro stalling, poor idle

I have recently purchased a 1992 Camaro with a 5.0 type “E” T.B.I. engine. The Car will not idle good and when you put it in gear it may die or will not get out of its own way, it stalls, hesitates, etc.
I have changed all the normal tune up items, plus some sensors that was defective, this did not help at all. The ECM is not giving me any codes. The ECM is # 1228746 with the PROM “AXKT”. I have purchased a rebuilt ECM and installed it, but this did not help.
I replaced the ECM and PROM from another Camaro and the car works GREAT !!! but, the ECM and PROM turned out to be out of a 1991 Olds Bravada # 1228062, PROM # “ATAB”. One major difference may be that the Bravada ECM appears not to have the “Anti-Theft” circuit. Could my Camaro have the incorrect key and cause this problem? If not, what should I look for next?
