97 Bonneville SE Elect. Windows

We just bought a 97 Bonneville with 86k on it. This is our 5th Bonneville but this one has a very strange problem. The Elect window switch on the passenger door will only roll the window up. To put that window down you must use the switch on the drivers door....AND it will ONLY roll the window down. One switch will go one way but not the other and the other switch works the oppsite. I took the switch out of the right rear door and put it in the passenger door to see if it was 2 bad switches. It did the same thing and the switch from the passenger door works fine in the back. Of course...there is no way to try that with the drivers because it is built so that all 4 switches are on the same panel or whatever. Does anyone have any idea what could be causing this. I don't know how to "test" that 4 switch panel on the drivers door. Any advice would be great!
