1995 Foglight Bulbs

I recently had my car fixed, and I told the mechanic to look for headlight bulbs for me, but instead he just bought them and put the passengers side one in only (because of the cruise control on the drivers side). Well...the bulbs were crappy, and he charged me $27 for both of them. So Im wondering what replacement bulbs I can put in there, since I want hyper whites. I need something brighter because even with just the one working, I can tell its not going to be bright enough to use for other than looks. Even if theyre illegal, I need to know what model of HID will fit in my fog lights. If there isnt a solution to get brighter ones...let me know. Thanks!
