'91 escort lx won't start

I Tried To Post This Before But I Don't Think It Went Through So I'll Try Again, Sorry If I Repeat Myself. I Got A '91 Escort Lx 1.9L Off A Guy Who Had Replaced The Water Pump And Timing Belt. It Wouldn't Start, So I Went By What I Was Told From A Mechanic I Know And Got The Timing Set Right. Still Won't Start. I Put In New Plugs And Wires, Checked Fuses, Made Sure Fuel Shut Off Switch In Trunk Works Etc. Still Nothing. I Pulled The Plugs Again. The #1 Plug Is Dry, So Am Assuming It's Firing. #2-3-4 Plugs Are Soaked With Gas So They Obviously Aren't Getting Spark. Also The Fuel Cutoff Light On The Dash Stays On. I Don't Have A Manual, So Am Hoping Someone With Some Knowledge Of This Car Could Tell Me Where To Go From Here, Or Tell Me What I Am Overlooking. Thanks A Bunch For Any Help You Can Offer!!!! Cya'

Have you check the distributor cap and the distributor itself?
