sounds liek aplan but finances are low and everything is so much more expensive in the uk like an engine conversion will cost £3000

Some tricks with the dual carb setup for more power that I found looking around on the net, and believe me, they work...

First, remove your stock airbox, and plug the piping attached to it. Then, buy yourself two small performance cone filters, the kind meant for bike carbs. Remove the mesh covers and spacers over the carb throats. Now, push the rubber end of the filters though the spacers, make sure they sit properly, and bolt the spacers, with filters attached, back onto carb throats. VERY good for performance gain. Store the mesh covers and stock airbox away, seeing as you don't really need it, just another restriction.

Now, do the Jackson Racing Carb Mod. Unscrew the carb lids where it says Keihin. You will find a spring under each lid. Remove the springs, careful not the drop any screws into the carbs. Now the difficult part. Take the first spring, cut off TWO (2) of it's coils, and stretch it to the exact length of the uncut spring. Then cut the next spring, using the stretched spring for length measurement, and stretch the second spring. Replace both springs where they came from, with the UNCUT ends facing upwards, out of the carb, not downwards into the carb. Replace the lids. Careful with the screws again. All the time, be careful of dirt, dust or rough handling. This is a HONDA, not a FORD...

You will experience a surprising throttle response, and the carb mod gives very good power increase in low range. Do a 40 kph to 100 kph flat out run, if you don't believe me...

Other than that, the normal: headers, exhaust, timing, etc. The SOHC engines are very tweakable, and your D15B with Dual CVcarb is a very good base to start from, decent engine... I know, I have the same carb setup in my 4 door, on a SOHC ZC.
