Question brake problems

91 crx si

today, i decided to take my calipers off my rotors and paint them. it would add a nice touch to my car. i took the rims off, took off the two screws off the calipers and the one screw off the brake fluid line, and used a wrench to keep the fluid from dripping. i did the two front ones, then tested out the brakes just to be sure. they sucked, i had to press all the way down for it to even give me a little braking power. or i had to pump the brakes then they would work, i didnt know what to do, and still dont. the brake fluid still flows down, and the brake fluid level is still fine. does anyone know what i can do to fix this problem?
