tailgate locking mechanism problems

Does anyone know how to synchronize the locking mechanism on a 92 Blazer tailgate?
What happens is when the tailgate is shut and the glass shut, you aren't supposed to be able to turn the handle to the right - it should be locked.
Mine turns freely and doesn't lock.

Any help?

Anybody?
