Question Fleetwood 1989

Hello!
I wonder if anyone can help me
My Fleetwood 1989 (4,5 FWD) has developed a problem. At the last checkup it was shoving a very high HC-value of 197 maximum allowed in Sweden is 100. I changed sparkplugs, oil, oil filter, air filter and Lambda probe. Still it won’t go down under 138.
If anyone has any ideas about what to do next please let me know!!!!!
