i cant figure out how to chop from pic to pic

how do i take one picture and put it into another, like taking a wheel from one to another for exampl, i cant seem to figure this out, and i feel kinda dumb for asking, i think i have photoshop limited, all ive figured out how tro do is change colours, but i cant make black or white

take the lasso tool, draw around what ever you want to copy, then once its highlighted, hit CTRL-C, click the pic you want it to be on, then hit CTRL-V

ok that works, and thank you, but now how do i adjust the size of the pic im putting into the orig.?

choose the layer and right click on the image.
Go to Free Transform. If you can't get it perfect or need to play with it you can right click again and choose a few different modes....Distort, skew, perspective.
