Spec II's had a different front bumper, bigger wing and better overall looks are the main difference. Mechanically they are identical.

Engines are different.
The spec1 engine has a steel compressor/ceramic exhaust wheel turbo(wheels bonded to shaft), where the spec2 has a plastic/ceramic turbo (wheels bolted to shaft, and spools faster).
The spec1 engine has an amplifier pack for the coils where the spec2 has individual amplifiers on each coil pack.(and some later spec1's had the spec2 engine also)

Different front bar, bonnet, front gaurds, rear wing.(although some spec1's have the higher wing also)
Interior is different material. Seats are crap in both.(as far as holding you in)
Spec2 had drivers side airbag std, passengers option and the spec1 had both as an option.
ABS was an option on both.
Spec2 is newer.
