Emission Test: MA70 1JZ HELP???

 can anyone help me with finding an emissions tester that will do the test a little cheaper that $2000(AU.) My engineer wouldn't supply a cert coz it needs one. I have a MA70 chassi and i have just put a 1JZ in it. Apparently the "Before Feb 1986" would get a cert but mines a "After Feb 1986- MAY edition and i need 2 find a cheap emission test. or even papers on it so that i can show them to my engineer. i will pay Big $$ for it but i can't affod to pay $2000 4 it. Thanx ppl
