2000 Z24 what to do??

Ok number one i dont have alot of money so im looking for the cheapest way to do things. What i want obviously is to get more hp out of my car. I was thinking high performance exhaust and intake. Dont know what brands to get but there is a great mufler place near me named Mufler Tech that sells Flow parts dunno how good they are. So i want your guys oppinions on what to do. Should i replace the muffler or the Cat back and what about high performance intake?? Also how much HP can i get and rough cost estimate. Also dont want that noisy high pitched mufler sound.

2.4L cavalier intake from ebay.. (aem copycats)
59mm throttle body from rsm
pacesetter header unceramic coated
custom 2.5inch catback exhaust w/ any kind of APC muffler

that's budget performance right there.
