What could be the problem?

My Intrigue will not start with out tapping the gas to floor 1 or 2 times and then starts and runs well.

Would this be a fuel filter problem or is it more serious?

Maybe it is not the pressing of the accelerator pedal that is helping the car start. Maybe it is just the delay between turning the key to on, and then to start. Why don't you try that (just wait the amount of time that it normally takes to press the pedal 2 times).
It certainly seems like a fuel issue, but might be a weak fuel pump that just needs time to build pressure. It might also be the filter, as you guess. Also, it could be the ECM, which is expensive.

Some times this problem can be repaired by simply cleaning the throttle body.
The fuel pump is controlled by the PCM through a relay.
If your car has over 30k miles and you haven't replaced your fuel filter, have it replaced soon.

Also clean the throtle plate with a good cleaner. Replace the fuel filter and happy motoring.
