How to shrink my pics to thumbnails??

I actually do know how to do this but the computer I am on now does not have a photo editor. Does anybody know off a shareware version or free download of a program I can use to shrink my pics???? As you can tell if you saw my Project:"Lightning" pics they are a little big!
Thanks for any help!!

If you are using Windows then you must have MSPaint. You can use it to shrink your pictures. Press Ctrl+W in MSPaint and modify the picture horizontally and vertically. If you type 50% for both, the picture will be 50% the size of the original one. If you make a mistake and made it too small, do not enlarge the small one to the size you want. Go back to the big picture and resize it. This way you will not lose the quality of the picture.
I hope you understand what I am saying.

Some versions of MSPaint can't save as .jpg, depending on your version of Windows.

Daggerlee recommended to me IfranView. Free and it works very well...
