You need a new lock cylinder because the tumblers have jambed. Try sticking the key in the cylinder and give the key a good shot with a hammer, sometimes it will unstick the tumblers.

Question Help, my car won't turn off!

My car won't turn off when the key is switched to off. We have a 99 Grand Am. The engine shuts off, but the head lights, radio and all the dash lights stay on. You can pull the key out and it all stays on. We've had to disconnect the battery to turn it off. Every time we take it to the shop, if turns off fine!! We got it on video now for the next time the manager says no! What is wrong, what needs fixed??
