Haven't worked with CF yet but I could give a guess from what I've heard here.

You could or should paint it black, maybe gloss, I've seen some glossy CF hoods I don't think it would really matter.

Don't paint it the body color.

You probably should get microsol.

Gloss, decals don't like matte or flat finishes. Microsol for sure as it helps to soften the decal and help it conform to the hood and resist tearing.
HMMMMMMMMMM I can see a how to coming CF seems to be a popular topic these days.
Oh yeah I have only used Scale Motor Sport, but from what others have told me its the best. Check out the other thread about the detail master stuff, theres some good info there

Definately paint the hood black as this will help disguise any areas that the decal may not quite cover i.e around vents or openings. Go with a gloss or semi-gloss paint coz as mentioned, decals do not like matt surfaces to adhere to. Micro Sol is something you should definately have in the tool box anyway but its not really necessary on most hoods coz they are all quite flat surfaces.

No it will most likely not be okay to spray a Tamiya TS rattle can, which is a synthetic lacquer, over enamel. It can be done but is best avoided. It has to do with the compatability of different types of paints and their solvents. If you've started out with enamel then continue with more enamel.

Microset is not as strong as Microsol, will be okay for a relitively flat bonnet but not much help if complex shapes are involved.
