03 Camry LE "normal" noise and vibration

Hi, i have my 2003 Camry LE 4Cyl. since October 2002. Last month, it start to make a curious vibration on brake pedal when i toutch it (it goes when i start to press on the pedal). My car dealer said it is "normal"...
So wy my Camry just start to do it ? Other thing it just start to do is a little noise that come and go like a wave, looks like the coolant in AC that compress, like a refrigerator noise. They said it again, "it is normal"..... They said it is the anti-pollution system "normal" noise that is amplified by the ventilation system. When i cut the ventilation, the noise disapear. The noise appear at 60Kmh and above and if i cut ventilation, there is no noise.
Is your Toyota dealers always say "it's normal" like mine ?
